PA. EMT LODD WHILE RESPONDING: It is with regret that we advise you that around 0630 hours this morning, a member of the Leola Ambulance Association in Lancaster County, PA was killed while responding to an EMS call. The EMT was responding to the station in his personal vehicle to respond to a vehicle accident. Initial reports are that he slid on ice and was ejected. He leaves behind his wife and several young children. Details will be posted.
FIRE RECRUIT LODD UPDATES: The Baltimore City FD has suspended a 3rd Academy instructor. Lt. Barry Broyles is now the 3rd fire officer to be suspended after the death of 29-year-old recruit Racheal Wilson. Numerous agencies are investigating her death including Baltimore City PD, FD, NIOSH, OSHA, Maryland Occupational Safety and Health (MOSH), and the Federal Bureau of Alcohol Tobacco, Firearms and Explosives (ATF)
Baltimore City FD Union officials told the media that a rule to only set 1 fire was violated in the botched incident that killed Wilson. Instead of just 1, as many as 5 fires were set in that row house. Union officials have said a "Rapid Intervention Team" consisting of four people in charge of reacting to emergencies at training fires should be staffed with experienced personnel. On the day of Wilson's death, union officials claim the team consisted of just 1 instructor and 3 untrained recruits. Their line was not charged and they were missing related rescue equipment.
TRAINEES BURNED THE DAY BEFORE: The day before Wilson was killed, another cadet and a fire lieutenant was injured in a similar controlled burn. A recruit, Daniel Nott, suffered a first-degree burn on his cheek and a firefighter, Lt. Sam Darby, was burned on his hand.
From the media: "Given the injuries, however minor, it seems to me that ... it would have raised some red flags," said Capt. Stephan G. Fugate, the president of the Baltimore Fire Officers union. He said the department should have "either canceled the next day's training or had more adequate safety provisions in place"
Fire Recruit Wilson was believed to have been healthy and is believed to have been a victim of injuries sustained during the fire training gone horrifically wrong. However, the cause of Wilson's death has still not been officially determined. 2 dozen fire recruits participated in that same live fire training exercise where WIlson was killed. Wilson and 2 other recruits were injured on the third floor of the house while a fire was still burning below them.
Wilson's funeral will take place this morning at 11:00 a.m. at the New Psalmist Baptist Church on Old Frederick Road in Baltimore. Minutes
Meeting called to order by Chairman S. Sherwood at 1335; Safety Committee Members present were D. Chavenello, R. Demko, R. Smith, C. Tracy; Also present were E. McKeon, K. Polcer.
Agendas were distributed.
Chairman Sherwood noted previous minutes posted online, and reiterated the need for a Committee Secretary; Tracy offered to take minutes for current meeting.
Safety Officer Chavenello spoke on minor fall accident at furnace fire.
Safety Concern Subcommittee Chair Homa said no new or pending Safety Concern Forms outstanding; a prior concern seeking a response policy for incidents on I-95 or the Merritt Parkway was discussed, with the informal resolve to leave it at the officer and drivers discretion. Another prior concern regarding equipment mounting on apparatus was discussed, with a temporary fix of netting separating passenger and equipment areas on Rescue 1 suggested; further discussion ensued regarding all loose equipment and personal items, with the resolution that the Mechanics have equipment mounting on their priority list and members must secure their own belongings to ensure the safety of all.
Old Business: Avian Flu Update vaccine may be pending, with members encouraged to remain vigilant for educational information regarding this matter. Exposure Reporting (environmental/chemical v. medical/biological) Chairman Sherwood has revised the form for review, and DC Reid will check with Risk Management re medical checkups. On a peripheral note, Demko requested an update on maintenance shops MSDS sheets. [Chief Felner joined meeting] Hearing Protection Policy discussion on need for mandatory policy in responding and/or routine travel and responsibility of Union Safety Committee v. Department Policy in setting and enforcing safety equipment implementation and use.
New Business: Apparatus & Equipment E4 being fixed, E3 coming in on time, L2 back in town from repair; extended discussion on apparatus safety and PM needs, with question raised how we can help solve maintenance issues.

- Critical Incident Stress program was discussed; CIST responder Chuck Epstein will be invited to speak to Committee later in the winter.
- Hand Sanitizers for stations were discussed.
- Meeting with DC Reid & Chairman Sherwood will be scheduled to move issues forward - hearing protection, safety officer, etc.
New Business:
- Physical Fitness Program Review discussed.
- Respiratory Protection discussed.
